ANS 700 w/tulip 100base t card

I have recently tried to get an SMC etherpower pro card working in the PCI
slot(#2) of my ANS 700. After compiling the driver into the kernel I get
the following:
  The PCI BIOS has not enabled this device! Updating PCI command
0004->0005.

Other than the first line, it looks fairly promising. Any ideas what the
first line signifies? Is there perhaps some OF setup which needs to be
done? The card did not work although ifconfig was apparently able to see
it and configure it, I couldn't get any traffic to go over the interface
either at 10 or 100 speeds.

If anyone has gotten this to work or has any suggestions, I would
appreciate
any advice.
