Well, its working!
You need a card with a tulip chip(I used an SMC)
The drivers should support any chip but the 21040, mine is a 21140
You need to get the updated v0.91 tulip driver from:
ftp://cesdis.gsfc.nasa.gov/pub/linux/drivers/test/tulip.c
Here are the relevant ppc bits from the docs:

Thanks go to Kazumitsu Hanai <hanai@koto5.kpu-m.ac.jp> for extensive
testing.
The driver should now work unmodified with all but the 21040, which
doesn't have hardware mixed-endian support.
Apparently the de4x5 driver should work as well, but I haven't tried it.
I have used the tulip drive on intel and found it works so...
To use just configure with
CONFIG_DEC_ELCP(say Y or M)
I used a module with this line in /etc/conf.modules:
alias eth1 tulip #SMC etherpower ethernet card
